I downloaded Captivate Release 2019 before realizing the course I was taken was using 2017.  I have been trying to download 2017, however it is not going through.  Is it because I have 2019 downloaded?

It depends on your type of license: perpetual or subscription?  You talk about a course, there is not that much difference in CP2019 for those features that were already available in CP2017. I would never take a course using an ‘old’ version myself.
