I have been developing that type of solutions for clients in the USA. With all the requirements, and the inclusion of quizzes taken from question pools this was not so easy at all. How comfortable are you with advanced/shared actions and system/user variables? To show the elapsed time is easier, use the timer or hourglass interaction.
