I have created a 2017 Captivate project with a TOC. I have published it as an html, html5, and .pdf video where the TOC appears to the left side of the video and is functional. When I publish it as an mp4, the TOC vanishes. Has anyone published an mp4 with a TOC? If so, can you share the secret?

TOC is part of the skin, and a skin is never added to a passive video (mp4).
Beware: interactive pdf is based on SWF-technology! This may be obsolete in the near future. I suppose that by ‘htm’ you mean Publish to SWF for which the same warning is valid.
