A tried multiple times to create a project from a newly created PowerPoint (2016) file and it stopped converting when it reached 49%. I decided to try to convert it using the Captivate 2017 version still on my computer and it worked! What could be the issue? The file is in no way overly large.

If it works in 2017, you probably need some technical support directly from Adobe. Send them an email at captivatehelp@adobe.com.
