A very short question, with much missing information.
Which exact version do you use? You find the full version number under Help, About Captivate.
Captivate allows multiple attempts both on question and on quiz level. Why is that not sufficient, puzzling question.
Moreover if you are reporting to a LMS, which takes care of managing the user accounts, if you want to override the Attempts settings in the Captivate module, I would look for a LMS feature, new rule.
