

The author is only allowed to add courses to internal catalogs. Once a catalog is shared externally, it doesn’t remain an internal catalog. It’s a designed behavior.
Reason: our system doesn’t allow the author to share things externally. Since authors cannot view catalogs, they will not know which catalog is shared with which account.
This allows the author to create the course, and then the admin can decide which course can be added to the externally shared catalog.
Note: This restriction is only on the authors. Admins can go to any catalog and add courses as needed.
